This is an e-mail swap, so the swap is open to all. I am of the opinion that almost no one would ruin their feedback on a swap that cost no money, and I will certainly angel anyone who did not receive from someone. I do ask, however, that you rate non-senders the appropriate "1" rating so other hosts have this info when deciding whether or not to allow that person into their swaps.
