Hmmm...don't we usually get partners on the day the signup closes? Or the day after?

We used to. Now the swap coordinators have to manually start the swap. It gives them an opportunity to review the people signed up and ban anyone with a low rating or no sends. If the coordinator doesn't start the swap within 3 days, the system will do it automatically. It's a recent change.
