As long as there is some form of vintage associated with it. So it could be the envelope or the stationary or just the writing utensil or a combo of everything.

Hi, can I just check your date line for ‘vintage’ please? Do you mean last century or a particular era?

I would say anything up to retro 80's. Also letters using modern day fountain pens count as well, as fountain pens are generally classically designed.
